You only look at the content of the String objects
in the Content Stream. You are ignoring all the other
operators and operands.

Don't ignore the positioning operators and operands.
Read the PDF Reference Manual to find out what they mean.

100 mandays is a very conservative guess of what you'd
need to get a more or less (not full proof) result.
It's not an assignment I would take...
